Federal Programs Overview

Federal Programs is responsible for Title I, Homeless, Title III (ELL), Title II (Class-size reduction and Professional Development). and Title V.

Title I

Title I provides Reading/Math Instruction for students identified at the local school.  To qualify for a Title I program a school must have at least 40% of its population qualify for a free or reduced lunch.  Services can be delivered in a variety of ways:  pull out, in class, or early intervention.

If a student in your class is having academic problems, you may wish to discuss it with the Title I teacher in your school or call the Federal Programs Office at 309-2126.

Homeless:  Homeless children must be identified and may qualify for assistance.  If you  suspect a child may be homeless (This status can also apply to children who are temporarily living with a relative due to situations like divorce or loss of job.), please telephone Dr. Wanda Doss at 309-2127.

Title II

Title II is a federally funded teacher/staff development and class size reduction program.  It began with an emphasis on Math and Science but has expanded to include other discipline areas.  Under the new No Child Left Behind Act, staff development paid for from this fund must be research based, long term, and longer than one day workshops. The main purpose of Title II staff development is to strenthen a teacher in core academic areas.

Title III

Title III is part of the funding for the English Language Learners Program.  The goal of the program is to help each student make yearly progress on standardized evaluations and reach the highest possible levels of English language and academic proficiency in the shortest time possible. 

Title V

(Innovation Education Program Strategies):  Morgan County will be using this money to provide innovative reading programs for At-Risk students.  At-risk has been identified for several years as the greatest need in the county.

Professional Development

This is major part of the Title I Program.  We work closely with schools to determine their professional development needs and to locate funding for those identified needs.  All county professional leave requests are processed through Federal Programs.
